Huang Fong was born in Genteng, Banyuwangi, in 1936. He studied watercolor painting techniques under the late Tan Kiaw Tek in Surabaya, who was considered a master of Chinese-style watercolor painting techniques. He then studied oil painting techniques under the painter Nurdin BS. Huang Fong subsequently developed his own painting technique using oil paint without losing the wet and transparent effects typical of watercolor painting that he greatly admired and mastered.In 1963, Huang Fong set foot in Bali for the first time. Since 1967, he has never shifted his focus; both in terms of residence (deciding to settle in Bali) and in his art, he paints everything about Bali: from portraits, figures, panoramas, to the rural life of Balinese society, as these topics are what he truly understands inside and out. He seamlessly integrates with Balinese life.
